The United Kingdom as one price level

The United Kingdom appears here as a single figure. Eurostat continues to publish a purchasing power parity for the UK alongside the European Union member states and the United States, which is what makes a direct comparison possible without stitching two agencies together. What it does not publish is any breakdown below the national level, so London and the north east of England share one number on this page. Since London sits well above the UK average on housing in particular, treat a UK figure as a floor for anyone moving to the capital.

The US side of a comparison is a single state, because the Bureau of Economic Analysis publishes a price parity for each one. So a page can compare a named state with the United Kingdom as a whole, but not with a named British city. That asymmetry comes from the data, not from a decision made here.

The state figure is chained rather than measured, and the page says so above the numbers. No agency publishes a price level for Ohio in sterling. Eurostat publishes one for the United States as a whole, the Bureau of Economic Analysis publishes an index placing each state against the American average, and the figure here is the first scaled by the second. That is the standard construction, and it is still a construction: a comparison involving a US state rests on one more assumption than a comparison between two countries does.

What the comparison can and cannot break down

Eurostat publishes component parities, covering food, clothing, housing, transport and restaurants, for the countries inside its programme. It publishes only the headline figure for the United Kingdom and the United States. Any comparison on this page that involves the UK therefore shows the whole basket and stops there. Filling the missing rows with an estimate would look more informative and be less true, so the table says what it has.

The single figure still carries real information. The UK's overall price level sits above the euro area average and below the United States as a whole, which means the direction of the comparison flips depending on which American state is on the other side. Against a high-cost coastal state the UK is cheaper; against several inland states it is not.

Things the index does not capture

Council tax, which varies by local authority and property band, is a household cost that a national average smooths away entirely. So does the difference between a mortgage taken out years ago and a new one at current rates. Both can move an individual household's real price level by more than the entire gap this page reports between two countries.

Healthcare works in the opposite direction from the American comparison. In the UK it is funded through general taxation and National Insurance rather than bought by the household, so it is largely absent from the basket while being a substantial line in an American budget. A price comparison alone will therefore flatter the United States relative to the UK; the salary comparison for the same pair, which runs both sides through their own payroll rules, is the fuller picture.

The exchange rate is a contrast, not the answer

The equivalence above is computed from purchasing power parities, which are prices in each country's own currency. Their ratio does not depend on the sterling exchange rate and does not move when it does. The market rate appears only as a separate line, dated, so you can see how much of the apparent gap between two salaries is prices and how much is currency.

How these numbers were derived

Purchasing power parities describe an average household basket for a whole state or country, not your rent.

na_item=PPP_EU27_2020 for ppp_cat A01, A0101, A0103, A0104, A0107 and A0111 at the most recent year the series carries, read from the Eurostat dissemination API. Values are the parity in national currency per PPS, so a ratio between two of them is free of market exchange rates. Not the price level index: that has the reference year's exchange rate built in.

Line codes 1 to 5 of table SARPP for the most recent year in the file, read from apps.bea.gov/regional/zip/SARPP.zip. Values are indices with the United States at 100. A state parity in national currency is derived as the United States parity multiplied by the state index and divided by 100. That is a linking step between two official series, not a single measurement.
